

Rebecca Badger • Chair
Rebecca is the Senior Director of External Relations for the Division of Educational Ventures at Oregon State University Ecampus. She is passionate about service work and was awarded the Hans Neukomm Leadership Award in 2019 in recognition of her significant impact through service to the community. She is on the board of the Oregon State Credit Union and serves on the Oregon Community Foundation’s Leadership Council for the Southern Willamette region. Rebecca was a co-founder of Corvallis Young Pros and has been actively involved with Leadership Corvallis for many years. She has her B.A. in Business Administration from the University of Oregon and recently completed the Stanford LEAD executive education program. She lives with her husband Cory and two kids in Corvallis.

Tammy Bray
Tammy is a Professor in Global Health and Nutrition and Dean Emeritus of the College of Public Health and Human Sciences (2002-2016) at Oregon State University. Under Bray’s leadership, the College of Public Health and Human Sciences achieved national accreditation in 2014, becoming Oregon’s first accredited college of public health. Throughout her career, Tammy has received numerous awards and honors recognizing her visionary leadership, her pioneering research linking diet and health, and her teaching and mentoring excellence. A native of Taiwan, Tammy is a graduate of Fu Jen University in Taipei. She has a master’s degree in nutrition and a PhD in Biochemistry, both from Washington State University. Tammy joined the BCF Board of Directors in 2018.

Mamta Chowdhury
Mamta is the Director of Regional Programs at the OSU Foundation/Alumni Association. Since moving to Corvallis in 2013, she has served on various local non-profit boards. She is a former member and the immediate past chair of the board of dircetors of CARDV (Center Against Rape and Domestic Violence) and formerly served on CMLC (Corvallis Multicultural Literacy Center) board for 4+ years. She is also a Trustee on the CPSF (Corvallis Public Schools Foundation) board.
A native of India, Mamta has a master’s in business laws from National Law School of India University and a Bachelor of Law degree from North Bengal University. She previously worked with international students at INTO OSU and with several domestic and international organizations in India. She is passionate about community work and hopes to bring global communities and diverse identities together – in service, support and philanthropy.

Barb Croney
Barb Croney is a retired healthcare administrator with extensive experience in leadership roles at Samaritan Health Services in Corvallis, Oregon. Over the course of her career, she served as Vice President of Ancillary Services & Academic Affairs, Vice President of Research & Education, and Director of the SHS Research Institute. Barbara is recognized for her strong organizational skills and balanced approach to decision making. She has served on the Erkkila Foundation Board, Imagine Corvallis 2040 Advisory Board, PainWise Advisory Committee and United Way of Benton County. Barb is a graduate of Texas A&M University with a Bachelor of Science in Community Health Education. She and her husband have two grown children and one grandchild. In addition to spending time with her family, Barb enjoys being the family genealogist, reading, sewing, hiking and other outdoor activities.

Kim Dowe
Kim Dowe is a Certified Public Accountant and Senior Tax Associate at Kernutt Stokes, where she focuses on tax preparation, review, and client advisory work. A longtime Benton County resident, Kim is engaged in civic leadership through the Corvallis Chamber of Commerce Governmental Affairs Committee and Leadership Corvallis. She was also the treasurer for Twilight Operations, the nonprofit that puts on bike races in Eugene, while it transitioned from a full-time hobby project for one person to a successful board run non-profit. Kim earned a Bachelor of Science in Accounting with a minor in Spanish from Oregon State University. Outside of work, Kim enjoys cycling, climbing, and the occasional run.

Thomas L. Gallagher, Jr. • Secretary
Tom was born in Corvallis and graduated from Fairplay Grade School, Corvallis High School, Oregon State University, and Harvard Law School. He retired after practicing law for more than 45 years. Tom is an active community volunteer. His service has included serving as president of the Rotary Club of Corvallis, president of Corvallis Caring Place, board chair of the Academy for Lifelong Learning, and board member of Community Outreach, Inc. Tom is currently president of the Benton County Historical Society. He married his wife Pat shortly after they graduated from OSU. They lived in various parts of the country prior to returning to Corvallis in 1981. They have an adult son and two granddaughters.

Terri Homer
Terri Homer, M.D., was born in 1952 in NYC and after graduating from public high school in Queens, NYC, she attended Brandeis University in Waltham, Mass and graduated Magna Cum Laude with a B.A. degree majoring in Math and Biology. After receiving her undergraduate education, she attended Northwestern University Medical School in Chicago and earned her M.D. in 1979. After one year of internship in Evanston, Illinois Terri completed her residency and fellowship at Stanford University Medical School in the specialty of anesthesiology and went into practice in 1983. Terri practiced anesthesia in the San Francisco Bay Area at Stanford Hospital, at several surgery centers as well as in many pediatric dental offices until 2013 when she decided to retire. In addition to her professional medical practice, every year between 1981 and 2008, Terri spent several weeks per year as a volunteer anesthesiologist with surgical trips in developing countries in Central and South America and Asia with Interplast (now called Resurge) and Operation Rainbow. She also served at Resurge at various times as Chief of Anesthesia, Team leader, Chief of Medical Quality Assurance and as a member of the Board of Directors.

When Terri retired in 2013, she decided to leave California behind and move to Oregon. Despite the fact that Terri had no contacts in Oregon, she knew that through her interests in hiking with her dogs, singing in choirs and attending church that she would find a community in this new home state. Terri first lived in Yachats on the central Oregon coast but after finding that her interests and social life were drawing her to Corvallis with greater frequency, Terri moved to Corvallis to live full time in October 2016. Currently, Terri lives in SW Corvallis with her two beautiful dogs, Sully and Kipper, sings with Corvallis Repertory Singers (and serves as President of the Board), and also sings in two choirs at the Episcopal Church of the Good Samaritan. Terri has served on staff and as the Treasurer and Finance Manager of the Church of the Good Samaritan since 2022. She is also currently the Treasurer of the Corvallis Rotary Club and served as the President of that club from 2020-2021 and serves as a member of the Scholarship Committee. Terri has also served as the President of the Sylvia Street HOA. For fun, she takes singing lessons, sings in three choirs, hikes daily with her dogs and remains in good health and high spirits.

Brandon Konda • Treasurer
Brandon Konda, CFP® is the founder and principal of The Freyr Group, a Registered Investment Advisor firm. Born and raised in rural Kansas, he is a first-generation college graduate, earning his undergraduate degree in History and Political Science from Kansas State University. After graduation, he moved to Washington, D.C. to begin his political career. While there he received his Master of Public Administration degree from The George Washington University on a Wolcott Fellowship and met his future wife, Katie—a PNW native. They relocated to California as she began her academic career. It was there that Brandon started his financial planning practice and his family. Both he and his wife were looking to raise their children in an environment like their own childhoods, and happily took the opportunity to call Corvallis home when Katie accepted a position at Oregon State University. In his free time, he enjoys coaching youth sports, traveling, running, skiing, hiking, and studying history.

Tony Lapiz • Vice Chair
Born in California and raised in Alaska, Tony was the first in his family to attend college. He currently serves as Chief of Staff for the House Democrats Office in the Oregon Legislature, working to support the caucus’s priorities in addressing the most pressing needs of Oregon communities. Tony’s commitment to public service has spanned beyond government work, beginning with volunteering at his local library in middle school and including seven years of service in the Army National Guard. He holds a B.S. in kinesiology and political science from Humboldt State University and a Master’s in Public Health from Oregon State University. Tony has also served on various state and local boards, including the Linn-Benton Community College Board of Education. Passionate about bringing an intersectional lens to policy development, he enjoys music, spending time with friends, and binging the occasional show or two in his free time.

Christopher McMorran
Christopher McMorran is a lifelong Oregonian who is deeply committed to this state and her future. He’s been a Benton County resident since he was 18 months old, when his family moved to Philomath from Eastern Oregon. Christopher is the Assistant Director at the Coalition of Oregon Public Universities, where he works to champion public higher education and coordinate efforts between the eight public universities in Oregon. Previously, he worked as a Chief of Staff in both the Oregon State Senate and the Oregon House of Representatives, serving urban and rural districts.
In addition to his professional career, Christopher is heavily engaged in volunteerism in his local community, serving as Mayor of Philomath – and is one of the youngest mayors in Oregon. He previously served on the Philomath City Council and the Philomath School Board and currently sits on the Corvallis-Benton County Public Library Board, the Strengthening Rural Families Board of Directors, and the Budget Committee and Civil Service Commission for Philomath Fire & Rescue. Christopher earned a BFA in Film & Television Production and a BA in Political Science from the University of Southern California. He enjoys community events, baking, traveling, and exploring the beautiful landscape we call home.

Diana Simpson Godfrey
Diana has a Bachelor of Arts degree in Criminal Justice Administration. She joined the Benton County Sheriff’s Office in 1982 and obtained Department of Public Safety Standards and Training (DPSST) certifications in Parole/Probation and Law Enforcement and various leadership certifications through the National Institute of Corrections and Sheriffs. Diana was elected Benton County Sheriff in 2006, retiring in 2013. She served on a variety of state boards including the certification board for DPSST, Northwest Leadership Seminar, and the Oregon State Sheriff’s Association legislative and corrections committees. Diana brings nearly forty years of experience and expertise serving local communities with the Benton County Sheriff’s Office, as well as volunteer service with the Zonta Club of Corvallis and the Corvallis Morning Rotary Club. She has also previously served on BCF’s board and Grants Committee. Diana and her husband Bret have two adult sons. She and her husband enjoy spending time at their cabin in central Oregon as well as traveling, gardening, and hiking.

Nicole Wallace
Nicole has lived in Benton County for most of her life. After growing up here and attending Oregon State University, where she earned her Bachelor of Science degree in Accounting, she went on to work in public accounting, where she earned her Certified Public Accountant license. She found her way back to Benton County in 2019 where she is now the Chief Financial Officer for Starker Forests. Nicole and her husband, Jason, enjoy spending their time traveling or hiking with their two dogs and just welcomed their second child. Nicole joined the BCF Board of Directors in 2023.

Justin Wirth
Justin has been a lawyer since 2000, and has practiced law in Corvallis since 2005. As an attorney at The Reynolds Law Firm, P.C., he practices in the areas of estate planning and administration, business law, real estate, construction law, and nonprofit law. Previously, Justin practiced environmental law at the Oregon Department of Justice, working in the Natural Resources Division. Justin’s local community involvement includes past service on the boards of Heartland Humane Society (past President), the Zonta Service Club of Corvallis Foundation, and Financial Stewardship Resources. Justin holds a law degree from the University of Oregon, a bachelor’s degree in philosophy from the University of Colorado, Boulder, and a paralegal certificate from the University of West Los Angeles. Justin enjoys spending time with his family as well as woodworking, home improvement projects, mountain biking, skiing, hiking, and backpacking.
